Aid, Trade and Development in Times of War
The 'Social Agenda' of Globalization at a Standstill
José Antonio Sanahuja
Original version in Spanish published in "Escenarios de Conflicto. Irak y el desorden mundial", Anuario CIP 2004, CIP-FUHEM/Icaria, 2004.
The emergence of a "global social agenda" has been one of the most salient aspects of the globalization process at the precise moment in which questions were being raised about it. Nevertheless, the concern over security, brought about by 9/11 and the "war against terrorism" have delayed the debate on globalization and its social dimension, which have been left aside, or have been reinterpreted under the antiterrorist prism.

The dilemma of the European Union's Policies on Development
CIP Report
José Antonio Sanahuja

The European Union is currently in a transitional period reflecting two parallel processes. It is simultaneously beginning a new international consensus on developement while consolidating itself as an international player and reinforcing its capacities to develop its own external policies. In this article, Jose Sanahuja discusses the importance of development policy for the European Union, especially in regards to its status as an "international player". He presents an approximation of development policies, from beginnings to reforms, recent aid reforms in response to issues of poverty, and addresses the possibility of considering the politics of development to be an instrument of EU foreign policy.
